北约新模式

    柏林--北约需要一个新战略。我们五位前任总参谋长最近发表了一部小册子。这部小册子包含了这一新战略的建议以及变革的全面议程。

    为什么需要新战略呢?北约目前的“战略概念”是在1999年通过的,但是从那时以来世界发生了巨大的变化。在那时,北约是一个地区性联盟,集中于条约地区的被动防御。但是被动不再足够;今天最为迫切的任务是防止危机、武装冲突以及战争,这些可能会要求主要反应并非是军事手段。

    而且,北约在2002年布拉格会议上达成一致,它将在“必要的情况下”采取行动,从而放弃了仅仅是防御条约地区的限制。最后,尽管从2001年9/11恐怖事件以来得出教训,表明当今的各种冲突没有一个是可以单纯通过军事手段加以解决,但是北约的手段还是仅仅是军事方面。因此,任何北约有效的未来战略都必须包括制定和实施其他手段。
