欧盟多年的成员国现在看来对欧盟的未来疑云重重,但是身处乌克兰的我们却对欧洲充满了希望和赞美。加入欧洲的一体化进程是我国外交政策的基本目标,因为乌克兰已经发现国家地位并不是终点,而是开始。

事实上,欧洲联盟是不可分割的:当一个国家被拒之门外时,所有的国家都不得自由。我们所有欧洲人都身处一张难以脱离的网络之中,我们的命运都捆绑在一起。除了上世纪共同遭受的痛苦之外,我们共享的文化中的每个方面都使我们更加确信这一点。

我们不可能再次承受狭隘的两个欧洲、有产阶级和无产阶级、圈内人和圈外人的概念。任何居住在欧洲大陆上的人不能够——事实上也不准——被视为欧盟的外来客。今天伟大的和平欧洲和今天的泛欧洲繁荣就建立在此基础上。
