东京—乌克兰危机表明,一个人就可以威胁到世界和平。但这个人或许不是俄罗斯总统普京,他其实只不过是一个地区大国的领导人,由于独裁和混乱的经济政策,对他自己的国家的威胁比世界更大。不,你或许没有感觉到,最能威胁世界和平的个人乃是美国总统奥巴马,以及他的智识保守(scholarly inertia)和对遥远的小国命运的冷漠。

当然,奥巴马不必为俄罗斯入侵和吞并克里米亚负责,也不必为普京在乌克兰东境集结俄军以恐吓基辅政府负责。奥巴马也无法单枪匹马地决定西方默认的绥靖政策。德国总理默克尔也需要承担大量责任:她嘴上厉害,实际上实施的却是老方一帖,这体现出德国对俄罗斯天然气供应的依赖。

但奥巴马需要负责的是其政府对美国所建立的秩序的冷漠。自二战以来,这一秩序便一直决定着国际事务。除非他收紧政策,否则保障了多年和平的规则和规范可能失去约束力。
