世界银行总裁沃尔福威茨的困局是否会最终引发该行真正的变革呢?是否会最终废止古老的做法,也就是由美国总统单方面指定全世界最为重要的发展机构的领导人呢?

沃尔福威茨现在面临着世界银行部长监督委员会的指责以及该行员工的公开反叛,能够苟延渡过最后三年任期的机会渺茫。造成众怒的直接原因是沃尔福威茨在2005年提拔其女友以及极为大度的加薪以便其离开世界银行来为沃尔福威茨就任铺平道路。在世界银行强调较高的管理标准作为发展的关键的时候,这一项安排的细节曝光对该行的信誉度是一个沉重的打击。

但是,即使沃尔福威茨最终被迫辞职,如果美国总统布什像二战后世界银行成立以来的历届总统那样可以随意选择其接班人,那么,这还是于事无补。相反,世界银行的领导人应当在一个公开和透明的程序中做出选择,这一程序的目的在于挑选最为称职的候选人,而无论其来自美国、欧洲抑或是发展中世界。
