只盯着债务上限问题容易使博纳和共和党人陷入一个政治陷阱。诚然,美国财政部的借款能力到八月初将达到法律授权的上限。但每当共和党人对债务上限问题发出恐吓,并威胁不予提高时,债券市场毫无反应,也企业生产也没有产生重大影响,这一点无法否定。
