欧洲非不为,乃不能乎?

纽波特海滩—在描述欧洲不断恶化的危机时,可谓遍地隐喻。一些人说,太晚了;另一些人说,欧洲就像是开足了马力驶向悬崖的汽车。所有人都说,生死存亡的时刻越来越近了。

乐观派——幸运的是,这类人依然存在,特别是在欧洲存在——认为当临界时刻真的来临时,政治领导人会力挽狂澜,把欧洲带回经济增长、就业创造和金融稳定的正规上来。但悲观派的人数和影响力正在与日俱增。他们看到,在金融动荡之外,政治瘫痪正在发生,这扩大了欧元区原始设计漏洞。

当然,谁最终会被证明是正确的取决于欧元区各国政府是否愿意及时、合作地做出必须的决策。但这并非唯一的决定因素:在“为”的意愿成为现实时,政府还必须“能”力挽狂澜。而正是在这方面,没完没了的延迟让挑战越来越令人畏惧,也让结果越来越不确定。
