普林斯顿——继美国总统奥巴马接受控制叙利亚化学武器库存的国际倡议之后,美国军事打击叙利亚的可能性已经越来越小。国际社会呼吁避免叙利亚暴力活动升级的外交压力越来越强,直接导致了此次军事行动在最后时刻调头。没有伊朗的参与根本不可能实现这一目标。

在与叙利亚外长瓦利德·穆阿利姆的联合新闻发布会上,俄罗斯外长拉夫罗夫提出了一份最初与伊朗达成一致的议案,呼吁叙利亚“将化学武器的储存点置于国际控制之下。”化学武器库存将会被销毁,同时叙利亚将全面加入国际《禁止化学武器公约》。俄伊提案的第二部分呼吁在联合国安理会主持下展开国际努力,以遏制叙利亚叛军使用化学武器。

穆阿利姆立即接受了这项提议。几小时后,联合国秘书长潘基文也表示赞同,奥巴马则表示“我热切希望能够以非军事方式解决这一问题。”
