中国的改革忧虑症

发自北京——自2010年以来,全球金融圈都被中国经济的减速所困扰着。而在该国今年第二季度勉强实现官方订立的7.5%年度GDP增长指标之时——这令全球各界一片恐慌——中国政府却表现平静,并未出现计划实施另一轮经济刺激计划的迹象。但中国的领导人们是否真的如此胸有成竹?

事实上,中国政府的立场——构建于国家总理李克强的“李克强经济学理论”之上,即所谓把结构改革摆在比GDP高速长更重要的位置——将最终被证明是符合中国以及全世界利益的。中国的结构性问题,包括对劳动力流动的限制,僵化且背负大量风险的金融系统,以及对政府投资的过度依赖——无一不在威胁着自身的稳定及其经济发展。考虑到中国的GDP增速相对于其他国家来说依然较高,推行结构性改革的需要也更为明确了。

但与此同时,虽然发表了充满良好意愿的声明以及相对明确的姿态,中国的新领导层仍未订立一个切实明确,足以解决当前经济中存在的深层次问题的改革计划。
