欧洲的分裂之路

慕尼黑—美国的座右铭:合众为一。欧盟的座右铭:多样统一。用来解释美国和欧洲模式的区别,没有比这两句话更清楚的了。美国是一个熔炉,而欧洲是一张历史悠久的由不同民族和文化组成的马赛克。

这一不同引出了一个问题:是否值得为欧罗巴合众国而奋斗。许多人拒绝欧罗巴合众国这一概念,因为他们不相信欧洲有可能会产生同一的身份。他们坚持认为,像美国那样的单一政治体系需以共同语言和单一民族成分为条件。

或许欧罗巴合众国这一我等战后一代欧洲人的梦想永远都不可能实现。但我也不能把话说死。毕竟,更深层次的欧洲一体化和单一政治体系的建立能够提供必须要共同身份和语言的坚实而实际的进步。这些进步包括自由跨国迁徙、自由商品和服务流、跨国经济活动的法律环境的确定性、泛欧洲交通基础设施以及共同防务安排。
