大公司到底是谁的?

最近在俄国,国家和公司之间的关系占据了报纸的头版头条,弗拉基米尔·普京(Vladimir Putin)总统似乎沉湎于在能源和航天领域建立“全国性大公司”的梦想。普京的所作所为只是当前欧洲政治辩论中企业保护主义甚嚣尘上的一部分表现,尤其是在涉及到跨国收购问题时这种保护主义趋势就更加明显。

欧洲所有国家政府无一不在履行保护“国内”企业免受“国外”竞争威胁的职责。“经济爱国主义”是法国总理多米尼克·德维尔潘(Dominique de Villepin)在2005年7月百事公司传闻收购达能集团后创造出来的口号,也可能是对上述政治责任的最佳概括。虽然德维尔潘的辞藻比其他多数政治领袖都要华丽,但内中所蕴含的核心精神却绝对不仅局限在法国。

如出一辙的冲动似乎也左右了意大利对Autostrade公司、西班牙对Endesa公司、波兰对银行业和瑞典前首相对沃尔沃公司的政策。德国对“入侵者”的戒惧¾比如拨款支持德国证券交易所,或是英国大张旗鼓地捍卫伦敦证交所相对于美国的独立性,背后也隐藏着同样的原因。
