俄国的军队肯定不适合与西方展开全球对抗。不仅俄国的情报部门未能发现格鲁吉亚即将对南奥塞梯发动袭击,而且俄国的电子战系统和装备落后的地面部队看上去就像是苏联时代的过时古董。

可是尽管如此,战争却不需要展示最先进的武器就能表达强烈的政治信息。归根结底,美国的全球影响力正在削弱,即便美军的武器仍然是有史以来最先进的军事机器也改变不了这样的状况。通过表明美国已经丧失了单方面使用武力的垄断地位,通过入侵美国的盟国——就连苏联都从未有过这样做的胆量——俄罗斯明目张胆地对美国取得冷战胜利后形成的美式和平局面发出了挑战。
