谁之罪?

普林斯顿——这场经济危机看起来已经没那么危险了(至少眼下是这样),预测人士纷纷开始搜索复苏的“绿芽”,与此同时,一场范围空前的问责游戏也轰轰烈烈地展开了。显然,金融危机提供了用之不竭的机会,可以揭露欺诈、渎职和腐败。然而,究竟应该揭露谁,揭露什么,我们倒有些吃不准了。

大银行家首当其冲,成了最显眼的被告。长期以来,他们掌管的金融机构靠着扭曲风险定价赚得盆满钵满,回过头来又振振有词地要求公众出资救助,理由是这些机构太大,倒不得。他们表现得趾高气扬,收入似乎高得离谱,很容易就被妖魔化。

但政治程序又如何呢?为什么这些银行没有受到更密切的监控和更完善的规管?这不是某些政客被“收买”了那么简单,毋宁说,政客们使自己相信,金融创新开启了普遍繁荣之门,提高了房屋所有者的比例,当然,也就提高了选举中的民众支持率。
