何种土耳其加入何种欧洲?

最近欧盟开启与土耳其的入盟谈判所引起的争论可谓小题大做。德国大选有一部分也是有关这一问题,德国总理安格拉·默克尔的竞选纲领为土耳其提供一个“特殊伙伴关系”,而非完整成员资格。奥地利政府受即将到来的选举和切实的外交担忧的双重推动而做出的姿态似乎威胁到开启入盟谈判。

但是,德国的外交政策素来以连续性著称,前总理施罗德办公厅主任、新任外长弗兰克·沃尔特·施泰因迈尔多次重申土耳其应当具有完整的成员资格。因此,德国的大联合政府不大可能在对待土耳其的问题上采取与前红绿政府不同的政治策略。

一阵激变之后,奥地利也不再反对入盟谈判。作为交换,它得到了克罗地亚入盟的保证。这场欧洲内部的争论终于终结。于是,英国作为欧盟轮值主席国暂时如愿以偿。美国积极支持土耳其入盟的愿望,也再一次成功地扮演了“欧洲列强”的角色。土耳其的入盟谈判现在成为了既成事实。
