¿Qué ocurrió con el seguro salarial?

Hoy en día, hay mucha atención y preocupación pública en torno a los nuevos riesgos que enfrentan nuestros sueldos y medios de vida debido a la globalización y las tecnologías de la información. Sin embargo, ha habido un debate mucho menos constructivo sobre nuevas ideas acerca de cómo abordarlos. De hecho, podemos estar perdiendo el impulso que teníamos hace algunos años para implementar algunas de estas ideas.

Por cierto, simpatizamos con las personas que, tras llegar a una edad mediana o a la tercera edad, son reemplazadas por trabajadores con salarios más bajos en otra parte del mundo, si es que no por una computadora o un robot. ¿Pero realmente vamos a hacer algo al respecto?

Una nueva idea que parecía muy popular hace algunos años es el “seguro salarial”. Como se la presentó en ese entonces, era bastante sencilla: el gobierno protegería a la gente del riesgo de perder su trabajo y no ser capaz de encontrar un empleo con el mismo sueldo. Un programa de seguro gubernamental pagaría a estas personas una fracción (digamos, la mitad) de la diferencia entre su antiguo sueldo y el que obtuvieran en un nuevo empleo durante un periodo especificado, por ejemplo dos años.
