Où est passée l'assurance de salaire ?

Beaucoup d'attentions et d'inquiétudes entourent aujourd'hui les nouveaux risques que la mondialisation et les technologies de l'information font courir à nos salaires et à nos moyens de subsistance. Mais il y a beaucoup moins de nouvelles discussions constructives portant sur la manière de faire face à ces risques. En fait, nous sommes peut-être en train de perdre l'énergie que nous avions il y a quelques années pour mettre en application certaines de ces idées.

Naturellement, nous compatissons toujours avec des gens qui, en atteignant un âge mûr ou au-delà, sont remplacés par des salariés moins payés dans d'autres régions du monde, voire par un ordinateur ou un robot. Mais allons-nous vraiment réagir face à ces risques ?

Une nouvelle idée qui semblait valable il y a quelques années était celle de “l'assurance de salaire.” Telle qu'elle était, c'était une idée simple : le gouvernement protégerait les personnes du risque de perdre leur emploi et d'être incapable d'en retrouver un autre au même niveau de salaire. Un programme d'assurance par le gouvernement paierait une fraction, disons la moitié, de la différence entre leur ancien salaire et leur salaire dans un nouvel emploi pendant une période définie, par exemple deux ans.
