土耳其的问题何在?

12月16日,土耳其著名作家奥罕·帕慕克将在伊斯坦布尔一家法庭接受审判,答辩针对他提起的“侮辱国家形象”的诉讼,事情的起因是他提出要对1915年和1916年土耳其屠杀150万亚美尼亚人一事举行公开的讨论。帕慕克将因此面临长达三年的监禁。土耳其在对那些不服从政府路线的人士进行经济处罚和刑事监禁的做法使我确信:本人一贯反对谈判该国加入欧盟的问题是正确的。

欧盟理事会于1999年12月批准土耳其获得欧盟成员国候选国地位,这意味着土耳其将在未来某一不确定时间加入欧盟。理事会随后要求欧盟委员会在2004年12月之前对土耳其是否充分达到了成员国应具备的政治标准这一问题做出评判¾评判的内容包括民主、法制、对少数族裔权利的尊重三个方面。该评判是由罗马诺·普罗迪领导的欧盟委员会所做出的最后一项评判,当时我是其中一员。在30名委员当中,29人表示土耳其已经充分达到了这一标准,可以继续推进入盟程序,而我却是唯一的反对者。

我反对的基础是当时欧盟执委会负责扩大事务的执委甘特·沃河根起草的一份委员会报告。报告中指出2003年约21870名土耳其人向欧盟提交了庇护申请,其中的2127人被给予相应援助。换句话说,欧盟成员国政府当时承认,2003年土耳其政府曾迫害2000多名本国公民。
