发自莫斯科——作为一个没有克格勃背景的克里姆林宫领导人,迪米特里·梅德韦杰夫总统的成功崛起在加上经济危机的影响,令外界不禁猜测当美国总统奥巴马正式踏上莫斯科之行时,呈现在美国人眼中的俄罗斯会是一个政治桎梏即将解禁的国度,一个重焕改革之光的国度。但对奥巴马和他的团队来说,启动全新美俄关系的“重设按钮”可比他们想象中要更难触动。

事实上,俄罗斯(或者苏联)领导人只会在情况已经糟糕到威胁其生存的情况下才会选择改革。前苏联领导人尼基塔·赫鲁晓夫在斯大林死后的改革就是由共产体制内精英之间的极端恐惧,互相猜忌和仇恨来作为改革催化剂的。而对于1980年代的米哈伊尔·戈尔巴乔夫来说,改革的催化剂则是苏联不断恶化的经济瘫痪局面。

对于上述两位领导人来说,想方设法攀附权力才是其首要目标。而改革整个政治系统以及放松对权力的掌控则是一个极可能动摇其权威的危险行动。但整个政治系统的行为惯性似乎比他们的权力更强大,以致这两个迷恋权力的最高领导人最后都被过早地赶下了台。
