欧洲何去何从?

在很多方面,2005年对于欧洲而言都是不堪回首。年初西班牙选民批准欧盟宪法时开局顺利。但是,当法国和荷兰选民不久拒绝该宪法时,形势就急转而下。那些选民拒绝宪法,部分是由于不满国内政策,部分则是对政府处理欧洲事务的方式感到失望。

欧洲各国政府随即变本加厉。投票几天后,它们未能就2007年到2013年的欧盟预算达成一致。英国在七月就任欧盟轮值主席国前,法英两国领导人争吵不休,使得欧盟峰会不欢而散。

通常,各国会利用轮值主席国的时机来展示其有能力解决问题并推动欧盟前进。但是,直至12月初,英国却保持低沉。除了终止欧盟宪法外,它还大体上绕过了预算问题。今年内批准这一预算的机会渺茫,而且,除非马上解决争端,否则,到2007年欧盟将没有一个运营预算。
