Y, después de que hayan fracasado las sanciones al Irán, ¿qué?

LOS ANGELES amp#45;amp#45; La aprobación de nuevas sanciones al Irán constituye la tercera vez en que el Consejo de Seguridad de las Naciones Unidas ha actuado para detener el temido enriquecimiento de uranio por parte de esa República Islámica. Lamentablemente, no es probable que las nuevas sanciones sean más eficaces que las dos primeras rondas.

Examinemos las dos resoluciones anteriores del Consejo de Seguridad. La resolución de diciembre de 2006 puso freno a la asistencia internacional al Irán para que dominara el ciclo del combustible nuclear. La resolución de marzo de 2007 pidió “vigilancia y prudencia” en la venta de armas pesadas al Irán y que se dejara de conceder donaciones, asistencia financiera y préstamos en condiciones favorables. Ninguna de ellas hizo inmutarse a los mulahs que gobiernan el país, Pocos son los que esperan un resultado diferente de estas nuevas sanciones, que autorizan la interceptación del contrabando iraní y una supervisión más estricta de las instituciones financieras del régimen, junto con las limitaciones en materia de viajes y la congelación de activos aplicadas a las personas y empresas participantes en el programa nuclear del Irán.

El fracaso de las sanciones selectivas de las Naciones Unidas no es de extrañar. Los EE.UU. llevan años aplicando sanciones rutinarias. Entre 2003 y 2007 el Departamento del Tesoro de los EE.UU. incoó procedimientos judiciales a 94 empresas por violar la prohibición del comercio y la inversión en el Irán. El Departamento de Estado impuso sanciones 111 veces a entidades extranjeras que participaron en actividades de proliferación o relacionadas con el terrorismo junto con el Irán y los dos departamentos han utilizado su poder para congelar activos financieros o el acceso al sistema financiero de los EE.UU.
