西方欠乌克兰什么

华盛顿—如今,乌克兰也许已不再如去年那样吸引如此多的眼球,但危机还远未结束。2月达成的最新的明斯克停火协议遏制但并未停止俄罗斯的入侵行为。此外,尽管上个月乌克兰与国际货币基金组织(IMF)达成一致的稳定计划比去年的协议更近了一步——新协议包括了IMF的融资和更加可信的乌克兰政府经济改革计划——但仍不足以修复乌克兰经济。乌克兰真正需要的是摆脱旧的苏联秩序——而对于这一目标,它需要西方的帮助。
