水的问题再次成为本月在墨西哥城举行的第四届世界水资源论坛的中心议题。这是一个有利时机:虽然全球大多数人的注意力集中在能源供应和安全问题上,但发展中国家仍有数以亿计的人口同样关注(甚至更加重视)淡水的供应和保障问题。

世界银行在发展中国家进行的调查显示,在要求贫穷人口说出他们面临的三大重要问题时,他们总是提到“健康”。而他们是否拥有健康的关键就在于能否获得清洁的用水。

目前,全世界10多亿人都无法得到清洁的用水。因此,他们的健康日益受到威胁。世界银行估计,到2035年,多达30亿人可能在严重缺水的条件下生活,这些人几乎全部来自发展中国家,特别是非洲、中东或南亚。这显然会带来苦难,还会阻碍经济发展,而发展正是成百上千万人摆脱贫困的关键。
