叙利亚版永别了,武器

柏林——1月22日即将在瑞士蒙特勒召开的叙利亚问题第二次日内瓦会议不太可能成功组建具有完全行政能力的过渡性管理机构。但此次会议可以启动迫切需要的政治进程,更重要的是,制定政府和反对派之间的停火协议。只有战斗停止,叙利亚才能走向真正的政治过渡。

当然,像伊拉克与叙利亚伊斯兰教国(ISIS)和努斯拉阵线这样与基地组织挂钩的圣战团体已经形成了一股强大的力量,他们既不能也不该出现在蒙特勒会议——尤其考虑到他们任何协议也不会遵守。但这不该成为不努力实现停火的借口。毕竟,即使在政府军和某些武装团体(与叙利亚全国联盟有联系或至少愿意和叙利亚自由军及部分由沙特资助的伊斯兰阵线合作)之间实现停战也将是一项重大的成就。
