对于普京各方看法迥然不同。在西方国家,他被认为是一个“独裁主义者”,一个“独断专行的人”,甚至一个“独裁者”,而大部分俄罗斯人把他看成是最最“民主”的领导人,因为他比他的所有前任都更大地提高了普通老百姓的生活水平。但是有一点是两大阵营都同意的:那就是普京想要无限期地留在权力的舞台。

这一结论来自普京最近表态说他在明年五月卸任总统后可能会去当总理。但是,不管普京到底会怎么做,他的个人影响力以及他带领俄罗斯所走的战略方向在以后多年都将占据主导地位。

鉴于这一现实,现在人们需要关心的是“普京体系”将会怎样运作,这将依赖于制度框架和实践。对于俄罗斯和世界来说,稳定和合法性都面临巨大的危机,因此也使稳定推进政治和经济现代化的前景变得令人堪忧。
