联合国的价值

墨尔本—没有什么比接触理想主义睿智青年更能激发疲倦厌世的决策者和评论家对未来的希望了。我刚刚有过这一体验。在第22届世界模拟联合国会议上,我和各国代表在澳大利亚碰了面。他们是来自各大洲、代表各大主要文化的2 000多名学生。他们讨论了和平、发展和人权问题,以及联合国在保障这些方面所起到的作用。

世界上没有哪个组织能像联合国那样被寄予如此多的梦想,同时带来如此多的沮丧。在联合国安理会的历史上,大部分时间里它都是超级大国角力的工具;联合国大会是空洞说辞的舞台;经济和社会理事会只是个毫无用处的枝节;而秘书处成员尽管无不由鞠躬精粹、才华横溢的个人充任,却总是做不出成绩。
