改进的新贸易协定?

华盛顿—今年,贸易使美国、欧洲和亚洲大部分国家的重点议程。在美国,疲软的贸易数据引起了巨大的关注,总统奥巴马正在敦促国会授予其贸易促进权(Trade Promotion Authority,TPA,即此前的快速通道授权)完成与11个亚洲和拉美国家的规模庞大的地区级跨太平洋合作伙伴关系(Trans-Pacific Partnership,TPP)。没有TPA,贸易伙伴国就不会做出最佳让步,它们正确地担心国会将在批准一切协议时都试图“多咬一口”。

在兜售TPP时,奥巴马总是强调TPP与此前的契约,如北美自由贸易协定(NAFTA)的区别。这些区别包括太平洋国家对环境和扩大可强制实施劳动权利的承诺,以及正在美国受到热议的亚洲战略性“再平衡”的地缘政治考虑。

至于消费品,“改进型新产品”的口号相当有市场。NAFTA和此前的其他贸易协定并不受支持。因此奥巴马政府的观点很明确,“我们从我们的错误中汲取教训。这一协定会解决问题。”
