Laissez la régulation financière en-dehors des négociations commerciales USA-UE

ANN ARBOR – Les Etats-Unis et l'Union européenne se sont engagés dans un nouveau cycle de négociations commerciales, qui promet d’approfondir les relations économiques déjà solides entre les deux côtés de l’Atlantique. Toutefois, les négociations ne devraient pas être utilisées pour affaiblir les réformes financières américaines qui sont tout juste en train de prendre racine.

Le Commissaire européen au marché intérieur et aux services, Michel Barnier, a fait une tournée de séduction aux États-Unis, à la recherche de soutien envers l’inclusion des services financiers dans le cadre des négociations sur le projet de Partenariat transatlantique de commerce et d'investissement. Pendant ce temps, le secteur financier tente d’influencer les négociations pour renverser les fichues règles – par ailleurs très efficaces – mises en œuvre aux États-Unis en vertu de la Loi Dodd-Frank.

Les nouvelles règles strictes portant entre autres sur les produits dérivés, les exigences de fonds propres, la structure financière ou la consommation et la protection des investisseurs pourraient être compromises par les négociations commerciales, dès lors que le Congrès américain ne sera en mesure que de formuler une approbation ou un rejet global de l’accord final, qui englobera une vaste gamme de sujets. D'autres commentateurs considèrent les négociations comme un forum supplémentaire de coopération, et espèrent que les négociations commerciales amélioreront la coordination entre les régulateurs financiers.
