美欧贸易谈判应将金融监管搁置

安阿伯—美国和欧盟开始了新一轮贸易谈判,此次谈判有望深化双反已然相当稳固的经济关系。但谈判不应该用来削弱美国杠杆站稳脚跟的金融改革。

欧盟负责内部市场和服务的委员巴尼尔(Michel Barnier)一直在美国活动,寻求支持将金融服务纳入计划中的跨大西洋贸易和投资伙伴关系谈判。与此同时,金融业也在推进谈判,将此作为摆脱令其讨厌但效率极高的依据弗兰克-多德法案实施的规则的办法。

关于衍生品、资本要求、财务结构、消费者和投资者保护之类的严厉的新规则可能在贸易谈判中被破坏,美国国会只能就最后协定做结果尚不明确的投票,而协定将包括范围甚广的一系列主题。也有批评者将谈判视为又一次合作论坛,希望贸易谈判能改善金融监管者之间的协调。
