飘忽不定的美国

东京—美国总统奥巴马在惩罚叙利亚使用化学武器问题上的犹豫、矛盾、态度大转变以及与美国国会大玩政治把戏只带来了两样确定的东西:俄罗斯多年来第一次在外交阵线上占据了上风,以及让严重依赖美国承诺的盟友——从沙特和以色列到日本和韩国——寒心。为了将这两大后果的影响最小化,美国现在必须在与俄罗斯达成的消除叙利亚化学武器的协议上拿出最大的决心。但美国会这么做吗?
