这并不意味着改头换面的资产回收或私有化。如果私有化是为了提高可用公共基础设施资金源,那么资产的出售价格必须高于它们在公共所有状态下所产生的利润的现值。不难理解,地方政客和选民对将公共资金与商品和服务的供给相分离的授权机制产生了怀疑。
