现实情况是,主要捐助国的援助预算正在被暗中重新部署。在绝大多数主要捐助国,援助款项正在被转而用于阻止中东难民、尤其是叙利亚难民的流入。难民危机改变了国内政策重点。在瑞典,约30%的援助预算现在被用于照料不断涌入的难民;而在瑞士,上述可比数字是20%。
