联合国70周年

纽约——当世界领导人下月会聚联合国纽约总部,联合国将迎来其70周年纪念日。虽然少不了一番大张旗鼓,但仍无法充分反映联合国20世纪最重要政治创新和全球最优制度安排的巨大价值。但要继续履行二十一世纪独一无二的重要全球作用,联合国必须在三个关键方面实现升级。

幸运的是,世界领袖有充足的理由采取必要的措施。事实上,联合国近来已经取得了两次重大胜利,今年年底前还有两次将变为现实。

第一次胜利是与伊朗签署核协议。虽然有时被误会为伊美协议,但协议缔约方实际是伊朗和以联合国安理会五大常任理事国(中、法、俄、英和美)再加德国为代表的联合国。一位伊朗外交官在解释为什么他的国家将严格履行协议时生动地表示:“你真的认为伊朗有胆量欺骗能决定我们国家命运的联合国安理会五大常任理事国?”
