70岁的联合国太老了吗?

纽约—全球领导人正在准备出席下周在纽约举行的新可持续发展目标(SDG)批准会议并庆祝联合国成立70周年。对许多领导人来说,一个根本性问题已经无法回避。面对日益严峻的全球失序——包括中东动荡、涌入欧洲的难民潮和中国的单方面领土主张——联合国还有未来吗?

不可否认,悲观派的悲观是有道理的。冲突如火如荼,全球秩序支持者的努力似乎毫无用处。尽管经历了二十多年的谈判,但安理会常任理事国(中法俄英美)反映的仍是1945年而非2015年的地缘政治现实。布雷顿森林机构(世界银行和国际货币基金组织)拒绝了中国获得与其经济实力相称的地位的改革要求,因此中国干脆另立门户,其他国家纷纷加入其中。G-20的代表性似乎好于安理会——也更强调共同目标。

但联合国不应该被抹杀。它仍然致力于一个关键目标,其历史表明它能够实现复兴以满足二十一世纪的需要。
