慕尼黑—俄罗斯和乌克兰冲突不存在军事解决方案,这已经成了外交官和外交政策分析师中间的一个魔咒。观察者几乎异口同声地表示,唯一可行的和平与稳定之道是外交。但是,尽管最近在明斯克达成了停火协议,但持续暴力——杰巴利采韦(Debaltseve)的乌克兰军队被暴力驱逐就是明证——仍然强烈地表明有必要考虑阻止克里姆林宫所实施的一切军事解决方案。

当然,从乌克兰的角度讲,与俄罗斯的一对一冲突绝非可行选择。去年,当顿巴斯分裂势力在乌克兰的反击下几近崩溃,乌克兰眼看着就要收复该地区的主权。但克里姆林宫迅速从俄军中抽调营级战术性部队部署至顿巴斯。相对较弱的乌军毫无还手之力。
