日本的核工业、监管者和政府有责任解释清楚为何科学和技术没能让这样一起发生在日本这样的地理条件脆弱的国家的事故的风险和后果最小化;为何低辐射地区——对公共卫生的消极影响早有预料——采取了成本极其高昂的清理措施;以及为何没有指定明确的操作性废料管理制度。其中的教训不仅在于要减少未来事故的风险,也在于要促进全世界受核辐射和其他有毒物质污染的地区早日恢复。
