Ein doppeltes Hurra für Chinas Klimablockade

KOPENHAGEN: Seit dem Scheitern des Kopenhagener Klimagipfels weisen viele Politiker und Experten mit dem Finger auf Chinas Führung; diese habe ein verbindliches, globales Abkommen zur Kohlenstoffvermeidung verhindert. Freilich war der Widerstand der chinesischen Regierung so verständlich wie unvermeidlich. Statt ihre Empörung zu verkünden, täten unsere Entscheidungsträger gut daran, dies als eine Warnung aufzufassen: Es ist Zeit, eine intelligentere Klimapolitik ins Auge zu fassen.

China ist nicht bereit, etwas zu tun, was das Wirtschaftswachstum, das Millionen von Chinesen den Aufstieg aus der Armut ermöglicht hat, einschränken könnte. Diese Entwicklung kann am immer stärker expandierenden chinesischen Binnenmarkt ablesen.

Ein Viertel der jungen chinesischen Verbraucher beabsichtigt, sich in den nächsten sechs Monaten neue Autos anzuschaffen – die Hauptquelle der städtischen Luftverschmutzung. Das sind erstaunliche 65% mehr als noch vor einem Jahr. Eine Umfrage des China Youth Daily hat ergeben, dass acht von zehn jungen Chinesen sich des Klimawandels bewusst sind. Aber sie sind zur Unterstützung umweltpolitischer Maßnahmen nur bereit, wenn sie zugleich ihren Lebensstandards weiter verbessern können – einschließlich des Erwerbs neuer Autos.
