为中国抵制气候方案喝彩的两个原因

发自哥本哈根 —— 自当哥本哈根气候峰会以失败告终以来,国际上许多政治家和学者都指责说是中国领导人妨碍了一个有约束力的全球碳减排方案的达成。但中国政府的抵制不但合情合理,而且也是无法避免的。而与其义愤填膺地指指点点,决策者们何不将此视作某种提醒:是时候该制定一个更为明智的气候政策了。

中国肯定不会愿意做任何会妨碍其经济增长,从而导致数百万中国人无法脱贫的事情。这点可以从中国国内市场的不断扩张中得到印证。

在未来 6 个月内,有 1/4 的中国年轻消费者打算购买新车 —— 这是城市空气污染的主要来源 —— 比去年增长了惊人的 65% 。《中国青年报》的一份调查显示有 4/5 的中国青年意识到了气候的变化,但只会在能够持续改善自身生活水平(包括购买新车)的前提下才会支持环境政策。
