土耳其与欧洲:两列迎头相撞的火车?

欧洲插手黎巴嫩的事务,是做了一个影响深远、充满风险、但同时又正确的决定。究其原因,欧洲未来的安全将取决于地中海东部和中东的局势。欧洲,不论愿意与否,已经在这个地区承担起新的战略性作用。一旦失败,代价将非常高昂。

鉴于欧洲承担的重大风险,充分意识到其后果,欧洲必须对地中海中部和中东制定一套“宏大的战略”,从而冷静、明确地界定其利益所在。要对这套宏大战略进行任何重要的改动,土耳其应该发挥核心作用——政治上、军事上、经济上、以及文化上。

保障欧洲今天的利益意味着要和土耳其建立牢固的联系——应该说是一种牢不可破的纽带,作为地区安全的基石。然而让人莫名其妙的是欧洲的做法刚好与此背道而驰:对土耳其引起的战略挑战视而不见。
