柏林——在莱茵河两岸和布拉格,北约和欧盟将在四月初向新上任的美国总统致敬。漂亮的照片和故弄玄虚的讲话将充斥着大西洋关系的未来——换句话讲,一切都没有任何变化。

但在斯特拉斯堡和布拉格峰会召开之前,G-20峰会将考验大西洋关系。巴拉克·奥巴马当选的本意是要改变当前局势——至少人们曾经希望能够如此。人们希望能阻止、甚至逆转乔治·W·布什总统执政八年里大西洋关系的疏离趋势。由于全球经济危机让美国和欧洲的分歧处在紧要关头,这样一种希望正在慢慢地消失。
