自由贸易的伪善

纽约—世贸组织多哈发展回合全球贸易谈判开始已经多年,但并未产生结果,尽管如此,新一轮谈判正在进行。但这一回,谈判不再是全球性、多边性的;而是两个大型地区协定——一个是跨太平洋的,一个是夸大西洋的。这两个谈判会更加成功吗?

破坏多哈回合的是美国拒绝取消农业补贴——这是任何真正的发展回合的必要条件,因为70%的发展中国家人民直接或间接地仰赖农业过活。美国的立场着实惊人,因为世贸组织已经裁定美国棉花补贴——对象是不到25000名富农——为非法。美国的反应时贿赂巴西(投诉国),而不是追求进一步动作,置因美国慷慨补贴富裕农民而不得不忍受价格低迷的数百万撒哈拉以南非洲和印度贫困棉农于不顾。

从最近的这些历史可以看出,建立美国和欧洲以及美国和太平洋大部(不含中国)的自由贸易区的谈判显然不是为了建立真正的自由贸易体系。相反,其目的是建立管理贸易机制——“管理”是指为长期主宰西方贸易政策的特殊利益服务。
