Capacitación para la estabilidad

Las guerras de los Balcanes de los años noventa destrozaron no sólo a millones de personas, sino también las instituciones sociales que forjaron sus vidas. En efecto, los cambios que trajo consigo la disolución de Yugoslavia y las guerras de sucesión que le siguieron aniquilaron gran parte de los sistemas educativos y de capacitación de Serbia, Croacia, Bosnia, Macedonia y Kosovo.

Desde ese entonces, la estabilidad y la esperanza han comenzado a regresar a una región afectada por la destrucción de la guerra y la desesperación generalizada producto de los desplazamientos sociales. El Pacto de Estabilidad de los Balcanes de 1999 y un enorme apoyo internacional han contribuido a reconstruir los sistemas educativos locales, desarrollando al mismo tiempo una educación vocacional innovadora y sistemas de capacitación que habrán de impulsar el empleo de largo plazo. Los resultados de muchos proyectos en estos países son alentadores, y se concentran en la capacitación de grupos clave, como los empresarios, los maestros, los jóvenes y los desempleados.

El mismo modelo se puede y se debe aplicar en otros lugares conflictivos que colindan con la Unión Europea. En momentos de transición política y económica (por ejemplo, el paso del autoritarismo a la democracia y de una economía con planificación central a una de libre mercado) muchos empleos están en riesgo. Los despidos resultantes no sólo son un desperdicio de recursos humanos, sino también, fuente de estrés para las personas afectadas. Tanto en términos económicos como sociales, los despidos en masa pueden ser trágicos y conducir a una inestabilidad peligrosa.
