2009年的全球贸易萎缩是自从大萧条以来最为严重的一次,而那些受害最深的人们恰恰是最不堪重负的。于是,本月末,当世界贸易组织153个成员国的贸易部长们在日内瓦聚会之时,如何帮助那些最贫困的国家成为WTO和全球贸易系统亟待解决的一个问题。

由于国内消费需求和产能的大崩盘,加上可利用的贸易资金的短缺,今年全球的总贸易量将减少10%。明年是否能得到好转,目前还是个问题。虽然今年夏天贸易量有所复苏,但规模仍然很小,而且极其脆弱,如果再遇上股市或是汇率市场的大幅度波动,消费者的信心就会受到影响,贸易量就会继续下滑。
