东京—10月5日,在经历了多年令人心疲力竭、事无巨细的讨价还价后,12个环太平洋国家终于签署了跨太平洋合作伙伴关系(TPP)。TPP协定包括了从更多贸易到更清洁的环境的一系列承诺。旷日持久的谈判让日本财政经济大臣甘利明早生华发。但是,令他欣慰的是,TPP将成为“亚洲世纪”的关键基石之一。

TPP的原型可以追溯到甘利明加入谈判之前的2006年的所谓“太平洋4”(P-4)贸易协定。该协定只包括了新加坡、新西兰、智利和文莱。美国、澳大利亚、秘鲁和越南看到有望在亚洲建立基于规则的国际秩序,于2010年3月加入了谈判,于是,P-4的小船立刻变成了巨大的远洋巨轮。

然后,它有变成了一支船队,马来西亚、墨西哥、加拿大纷纷加入,2013年,日本也终于加入了谈判。TPP经济体总共占了世界GDP的40%左右,超过了现有最大自由贸易区欧盟。一旦PPT进入生效阶段,其对全球经济的影响无疑将是巨大的——即使没有从购买力平价衡量已成为世界第一大经济体的中国的参与。
