玩弄民主

据称,中东地区民主进程正在进行之中。但阿拉伯独裁者对真正意义上的民主仍心存畏惧,害怕公民自由与竞争性选举。于是他们就选取了一点西方政治模式,再加入一些能保证伊斯兰教合法性的宗教阐释,将之变戏法似地合成能保护现状的魔药。

对沙特阿拉伯而言,这一描述精当之至。沙特领导者—世界上最独裁专制的一群领袖—就称民主与伊斯兰教无法兼容。因此他们更喜欢“参与政府”这一提法。

但大多数穆斯林学者,包括开罗德高望重的谢赫·阿兹哈尔、卡塔尔极具影响力的谢赫·卡拉达维在内的杰出人士都认为伊斯兰教,至少他们定义的伊斯兰教与民主制度可以兼容。他们的定义如下:尊重法治、人人平等、社会财富公平分配、公正、言论、集会自由。但在公民能否有权自主选择领导人上,仍然存在争议。
