柏林——亚洲在经济和政治上扮演重要角色很好地表明了全球化所带来的影响。到2010年,中国的经济总量将超过德国。到2040年,世界上最大的五个经济体中有三个即中国、印度和日本将是在亚洲。

这仅仅是亚洲整体面貌的一面。另一面是长期的贫困、发展的缺乏、严重的环境退化、广泛存在的城乡差别、人口问题以及存在严重问题的银行体系。这些问题因为核武器扩散、原教旨主义和低能或者缺乏管制等等的安全风险而变得愈加复杂。

亚洲正在面临的巨大变化不仅仅是经济上的,它们同时还制造出了我们无法忽视的政治现实。亚洲国家现在比过去表现得要自信得多。它们的军费开支不断在增长,并且还存在地区竞争。因此,尽管全球化带来了巨大的机遇,它所带来的政治风险也是必须注意的。
