世界贸易组织(WTO)多哈回合谈判自七月份以来的中断令人深感失望。虽然谈判中关于承诺的高谈阔论还让人记忆犹新,而实际上去却是谈判对现实情况下无所不在的防御性游说的妥协。

但现实情况是不可接受的。在农业方面,它以每年让纳税人和消费者付出2800亿美元的代价来扼杀穷人的机会,从而保护世界上富有的农场主。在制造业方面,它为穷国提升自己在价值链上的地位设置重重障碍,因为出口关税随着加工程度的提高而提高。

发展中国家之间的关税壁垒也特别高,妨碍了贸易的快速增长。在服务业方面,贸易壁垒阻碍了质量和效益的提升,减缓了这个本可以对竞争力和就业做出巨大贡献的产业部门的增长。
