金融交易税——欧盟吃错药?

麻省剑桥——欧洲已是死猪,何妨开水来烫?看来,欧盟委员会酝酿开征金融交易税,背后就是这个想法。欧洲的经济金融沉疴每况愈下,那便是它新开的药方。

对一切金融交易征税,可谓大快人心,似乎没有理由加以拒绝。欧洲老百姓为其所购买的大多数货品和服务都必须缴纳增值税。那为什么买卖股票、债券和各种各样的金融衍生工具就不能征税呢?这种税冲击的当然主要是富人和金融公司,此外,它可以带来大笔财政收入。

说真的,按照欧盟委员会的估计,仅按它所酝酿的税率——股票和债券交易的0.1%、衍生品交易的0.01%,有关财政每年便可增加500亿欧元进项。金融交易税还能顺便遏制一下威胁金融市场稳定的投机行为,何乐而不为呢?
