水资源恶霸

发自新德里——国际上对中国崛起的讨论一般都集中在其日趋强硬的贸易势力,不断膨胀的领海野心以及日益强大的武装投送能力之上。但有一项关键事务却常常游离于人们的视野之外,那就是中国正逐渐滋长为当今全球独一无二的水资源恶霸。

没有一个大陆国家能拥有中国这样无可质疑的河流优势:既占据着多条跨国河流的源头,又能控制这些河流留往他国的水量。作为全球最大的水坝制造国,中国拥有全球5000多座大坝中的一半有余,同时还在通过在这些跨国河流上兴建大型水利工程来迅速增大对邻国的影响力。

亚洲的水文版图在1949年中国共产党夺得政权后就发生了根本转变。大多数重要跨国河流的发源地都被迫划归中华人民共和国统治,其中包括西藏高原这个全球最大的淡水储藏区域——许多堪称中国大陆以及南亚,东南亚各国命脉的大河正是发端于此。另外还有从中国起源流向俄罗斯和中亚地区的鄂尔齐斯河,伊犁河以及阿穆尔河(黑龙江)。
