在黎巴嫩和加沙进行的战争给南地中海地区的民主改革构成了严重的威胁。这些战争恰恰使那些进行完全自由和公平的选举的民族受到严厉的惩罚,同时也削弱了以色列民主的合法性。

发出的信号是清楚的:与其让以色列被伊斯兰主义者也可能掌权的民主国家包围还不如让其被政治结局可以预见的独裁政权围困。这在巴勒斯坦发生了,在实行自由或相对自由的选举的情况下,这也可能在埃及发生。有鉴于此,阿拉伯的国家主义政府们认为抗拒严肃的政治改革是完全必要的,而压制国内的反对派,特别是日长夜大的伊斯兰主义运动也是合情合理的。
