欧洲和平的撕裂

发自哥本哈根——欧洲委员会最近公布了一系列期待已久的措施,希望促进地中海沿岸以及前苏联地区各国进一步向欧洲靠拢。但就在同一天,委员会属下的另一个部门却公布了一项旨在限制某些非欧盟国家公民免签证入境的政策提案。估计也很少有人注意两套自相矛盾的计划中所含有的讽刺意义。

四邻归慕一直以来都是欧洲的远大理想——或者说某种特质。而欧盟对中欧那些前社会主义共和国的包容也算是西方自由民主不断延伸的最有力体现。

面对如今这些不太可能被纳入欧盟版图的邻国,欧洲也希望通过开放内部市场以及增加援助来提高自身影响力。最关键的是欧洲委员会新近的提案指出要与突尼斯、摩洛哥和埃及建立“灵活的伙伴关系”以促进各地留学生和商务人士的自由往来。
