联合国的训令鸿沟

正在进行之中的联合国黎巴嫩维和行动为联合国在21世纪的世界舞台上展现自己的影响力提供了一个绝好的机会。现在只要那些自称是联合国最大支持者的成员国们出钱出力,别光说不练就行了。

许多世界领导人,尤其是欧洲领导人,都谴责布什政府削弱了联合国的力量,特别是在2003年以来。然而,在美国绕开联合国并未经国际社会同意就入侵伊拉克时表示愤慨的法国领导人们,却在今年8月再次令世界惊愕。他们没有信守向黎巴嫩南部派遣一支2000人的维和部队的承诺,而只派出了200人。

所幸的是,法国正在重新考虑派遣维和部队,德国将会至少提供有限的海军支援,而意大利则主动出兵3000参与维和行动。但欧洲的反应,就如同美国在其它事件上的反应一样,凸显了联合国和更广泛国际机构的支持者们所遭遇的一些关键性问题。如果我们不能让这些机构和组织更有效率,那么我们会越来越多地发现各国都会置它们于不顾了。
